Complete Electrical Design/Plan on a 1950sqft house renovation. - Upwork

We are remodeling our home, located on the Caribbean Coast of Costa Rica.

Plans must include:
1. Lighting Design: Review, proposal, or correction on where to place light fixtures; indoor, outdoors, LED strips, eaves, etc.
2. Proposal on light temperature (kelvin/lumens) per room/light fixture
3. Electrical Distribution Design
4. Switch and outlets placement (traditional system with the intention to change to a smart system in the future)
5. Consider that each room will have A/C (a mini-split system)
6. Electrical plan that considers the use of; oven, A/C, Fridge, gas stove, microwave, ceiling fans, water heater, etc.
7. *Any other information necessary for building*

Please note: In our small town, we have a lot of voltage surge issues, so we are open to any suggestions on how to protect our house's electrical system from this.
We are also open to any suggestions on where to place more/or less light fixtures.
EXTREMELY important to have enough outlets in all the rooms (but not an unnecessary amount), as we work from home.
Consider designing to have an "Alexa" in every room.
Open to recommendations for any additional lighting needed like lighting for eaves, outdoor sconces, task lighting, accent lighting, and landscaping, as well as suggestions on where to place hardwire LED strips for aesthetics.
All lights have to be LED.

We have a draft in Autocad of a proposal we made ourselves on where we were considering placing outlets, light fixtures, and what kind of light fixtures (pendants, recessed lights, gimbals, etc).

Our house 3D design draft is in SketchUp.
But will need plans for builders.
